Mandy Moore on the cover of the September Issue of Lucky!‏

Mandy Moore is a total pro when it comes to Lucky covers: “It’s my fourth time doing this and I’ve learned to expect two things: It’ll be easy and really, really fun,” said the 25-year-old singer/songwriter/actress, who arrived at our L.A. shoot in a low-key outfit of Current/Elliott jeans, a gray tee, and Loeffler Randall flats. True to her laid-back aesthetic, the newly married Moore (her spouse is alt-country rocker Ryan Adams) gravitated towards quietly chic pieces as she dug into our clothing racks and trays of jewelry. “I’m really into simple things I can grab and wear every day,” she said. “I get bored with anything too statement-y.”

“I have this idea of living in Laurel Canyon in the early ‘70s and Carol King, Joni Mitchell, Crosby Stills Nash and Young, and the Zappos would just sort of hang out and jam with one another. It seems like such an ideal time to be an artist.”

Katherine McPhee goes blonde for her new alubm!

Katharine McPhee is a born brunette, but for the cover shoot for her new album Unbroken, which hits stores October 6, the singer is trading her long brown locks for a sexy platinum shag — and she’s sharing the look exclusively with PEOPLE.

“My music is a little more edgy so that inspired me to be adventurous,” she explains of taking the leap to blonde with stylist Peter Savic. “I’ve never dyed my hair before so this was a pretty drastic change. I’ve always been known as a brunette but I’ve been thinking about it for a long time and it kind of just fit with all of the searching with the music and experimenting that I would do the same thing with my look.”

And she’s been noticing other effects of the new style as well. “The look has affected the way I dress, it’s inspired me to be more adventurous with what I decide to wear. It’s silly that something so simple as changing your hair could have such a big effect,” she muses. “I’m just having fun with it. This is a great time for me to do something different. 4 Steps to a Flawless Face

Step # 1
Foundation is one of the first things women skip yet it’s key to looking flawless. That’s because this “base layer” helps makeup last longer, and colors (like blush) look truer. To pick the perfect shade hold bottles next to your face and narrow down the options. Then swipe each where skin is most uneven (usually, your cheek); if it blends in, you’re set. Once you’ve nailed the hue, sweep along your forehead, nose, chin, and cheekbones, then blend outward to help it disappear into your skin.

Concealer is every woman’s favorite tool for hiding it all—from under-eye circles to blemishes. Apply a small amount over foundation for a natural look. For best results you’ll need two concealers: one that’s a shade lighter than your foundation to downplay dark, blue-toned, under-eye circles and make skin appear brighter. The other should match your foundation to help hide reddish blemishes or broken capillaries. Use a thin makeup brush and apply concealer to the inner- eye corners first (by the tear ducts, where circles tend to appear darkest) and feather it outward.

Step #3
Learn to love luminizer. This secret weapon comes in liquid or powder form and is made with opalescent, pearl-like particles that give skin a sheer finish and a subtle, sexy sheen. Choose the shade closest to your skin tone: Pink and white luminizers complement fair skin, while gold and bronze suit medium to deep coloring. Keep in mind that a little goes a long way. Use a clean fingertip to dab a pea-size drop onto your brow bones, along the tops of your cheekbones, and at the innermost corners of your eyes. Be sure to blend well to achieve a barely-there radiance.

Touch Up

Step #4
Powder keeps foundation in place longer by blotting away excess oil. Use loose powder (it offers an airy, light finish) or use your favorite compact powder and sweep it on with a brush. Apply along your T-zone, under your eyes, and across your lids (to give eye-shadow color staying power). Remember to choose a shade that matches your skin. When in doubt, go a touch darker.

I have naturally frizzy hair, and finding shampoo and conditioners (forget about styling products) has always been very tricky for me. Glamour presents- Two Makeup Eye-deas For Mid-Summer Days

I don’t know about you, but by early August, I usually get more than a little lazy with my makeup routine. However, these lovely shots of Kerry Washington and Blake Lively at an event in the Hamptons have inspired me to whip out my neglected eyeshadow brush sometime very soon.

These two eye-shadow schemes are playful and not too involved–perfect for a mid-summer day. First, check out Kerry’s look. She had a sheer wash of green shadow swept across her top lids and then verrry gently haloed beneath her bottom lids. Black liner (applied inside the lash line, too) and mascara kept the look neat and tidy enough for day (versus smoked-out and sexy for night).

Of course, not everyone can, or wants to, wear green shadow–but I think basically anyone can pull off this next idea, as seen on Blake Lively. She rimmed her eyes all around in sheer, shimmery white, adding a little extra at the inner corners and adding some matte nude shadow below the brows to add definition. Lots and lots of mascara on top and bottom are the perfect finishing touch.

NEW REPORT: Tanning Beds DEFINITE cause of cancer.

It’s no surprise that too much time in the tanning bed can be dangerous for your health. But a new study released yesterday reveals just how much.

International cancer experts say that the ultraviolet radiation from tanning bed bulbs is a definite cause of cancer. For years scientists have described those UVA rays as “probable carcinogens.”

Medical journal Lancet Oncology published the research. It now ranks tanning beds and ultraviolet radiation into the top cancer risk category, alongside tobacco, the hepatitis B virus and arsenic.

“Whether it’s sunshine or ultra violet tanning in a tanning bed, there is no safe way,” said Dr. Mark Koone, a dermatologist at Texoma Dermatology Clinic in Sherman.

Dr. Koone said it’s especially important for Texans to be wary of ultraviolet rays, because the sun is so intense in this region.

“If you’re getting ultra violet radiation enough to the point where you get a tan it means you’ve caused DNA damage, you’ve caused mutations in your skin,” explained Dr. Koone.

But what do these findings mean for local tanning businesses?

Joan Thompson owns Electric Beach Tan, the first tanning salon to open its doors in Denison 20 years ago. She says the reason customers keep coming back is because they enjoy the tanning experience.

“It’s just relaxing for a lot of people because it’s their me time,” said Thompson.

And even though that relaxation could come at a price, she said she isn’t too worried about her business.

“I think no, it’s not going to change people that really love to tan, because this business has been in place for too long,” said Thompson.

Dr. Koone seems to feel the same way, although he hopes people will heed the research’s findings.

“My gut feeling is the behavior overall probably won’t change that much, this is just confirming what we’ve already suspected,” said Dr. Koone.

The new analysis combined about 20 studies and concluded that the risk of skin cancer jumps by 75 percent when people start using tanning beds before age 30.

One mother said she’s been following the research and is always adamant about sun protection for her family. Kate Whitfield of Sherman said it’s an effort worthwhile and will pay off in the long run.

So as for “fake n bake?” Well she said that’s out of the question.

“We haven’t had any skin burns and we’ve never had anybody even ask to go to a tanning parlor because they know that would be not acceptable,” said Whitfield.
